I am a rookie HTML coder and inherited a website with some code that I need help with:
<ul style="display:block;" id="menu0">
<li type="square">
<a href="floor_plans.htm?plan=A" class="subnav">Plan A - 1 Bdr, 1 Bth</a></li>
<li type="square">
<a href="floor_plans.htm?plan=B" class="subnav">Plan B - 2 Bdr, 2 Bth</a></li>

What does the ".htm? " do in the lines above?

.htm is the file extension for the page that this link leads to. It is a variation of .html. On a WestHost account and most other hosting accounts you can use either. .htm came about because windows DOS was restricted to three characters for extensions. You can read more about it at about.com. http://webdesign.about.com/od/beginningtutorials/a/aa072700a.htm

I can see that "plan=a" follows the .htm
That tells me there is some javascript or other scripting language written by a programmer.
