I am building a website. But want to do one of two things. I would like to switch my photo to html so I can edit it and make the image my free templates (http://freetemplates.webdesigningcompany.net/) or background for website how can I do this or edit it and add text into the document

Ok im not sure what you are asking here.
You cant turn a photo in to html.
you can use it as a background.

Errr, actually some graphical design programs WILL let you "slice" an image into quadrants and spit it out as HTML. I know of 2 right off hand:

Jasc Paint Shop Pro
Xara Xtreme

There may be more, otherwise you're only other option is to display the graphic as the background of the page.

Photoshop will also do that. However I would not recommend doing web pages this way, your site will be slow (because it has to load several pictures instead of just loading text) the best solution is to just get someone to code you up a website, you can use DreamWeaver or another WYSIWYG interface to easily get started making a web page.
