Just today, one of my sites is having a slow down on the server, for reasons unknown as yet. Mail is not getting delivered because "load average too high" on the server. But this is unusual.
There are a lot of factors in the speed of a connection. One thing you can try (if you are using Linux) is to run 'traceroute yourdomain.com' and that will give you the time taken for each hop on the way.
The time of 94ms that you see is pretty constant for most of the sites on Westhost and that is probably more of a measure of their Internet backbone connection/router speed/infrastructure than of the speed of the servers, which would be in the 2-5ms range I would guess.
If I do a trace route from here, the slowest links are either on my ISP's equipment or on some of the links on the E coast of america, which sometimes seem to get bogged down, especially early morning.
