Miva for Resellers

Looks like resellers pay $199 to add Miva to a domain now.

How can I be comfortable charging a client $199 for Miva plus hosting fees when I/they can sign up for a standard hosting package and Miva is included?

Am I understanding this correctly?

The way I understand it is you can install the software just fine but it's the lisence you have to pay for.
